Will have last say on recommendations on national security: SC Collegium

New Delhi, Mar 17 : The Supreme Court collegium has made it clear that it will have the last say in cases where its recommendation for appointment of a judge is returned by the government on the grounds of national security and public interest.

While accepting national security and public interest as the new ground of objection to appoint a candidate as a judge, the collegium is learnt to have made it clear that the government will not have a right to reject its recommendation.

The body of five senior-most judges of the apex court headed by the Chief Justice of India has made it clear that if the government has objections on the ground of national security and public interest, it will convey the same to the collegium.

The collegium will then take a final call, sources said.

While accepting the government’s demand to set up secretariats in the apex court and the 24 high courts to assist collegiums in SC and HCs in selecting judges. But the collegium has refused to accept the demand to have committees of retired or sitting judges to assist the collegiums in finding suitable candidates.

Since January last, the government and the apex court are trying to finalise the memorandum of procedure — a document to guide appointment of judges to the higher judiciary.

While rejecting the National Judicial Appointments Commission Act, the SC had agreed to revise the memorandum of procedure to usher in more transparency in appointment of judges to the SC and the HCs.

The new law had sought to overturn the over two decade old collegium system where judges appoint judges. It had sought say of the Executive in appointment of judges. The national security clause and the secretariat clause are part of the draft MoP which has been shuttling between the government and the collegium since March 22, 2016.

Srinagar, Feb 25: A policeman was killed in a militant attack on Sunday near Charar-e-Sharief shrine in Badgam district of Jammu and Kashmir, police said.

Constable Kultar Singh of the Jammu and Kashmir Armed Police 13th Battalion was injured when militants attacked a security guard post outside the shrine and escaped with his weapon.

Kultar later succumbed to his injuries at the hospital.

Though security forces cordoned off the area for search operations after the attack, no one had been detained at the time of filing this report.

Director General of Police S.P. Vaid condoled the Constable’s death in a tweet. “Pained at the loss of a valued colleague Kultar Singh of JKAP 13 Bn who attained martyrdom in an attack on J&K Police guard for protection of Charar-e-Sharief shrine.”

PM Modi talks about Indian Scientists, women- led empowerment and artificial intelligence in his Mann Ki Baat

Prime Minister Narendra Modi praised Indian Scientists in his Mann Ki Baat on Sunday. Mentioning Sir Jagdish Chandra Bose. Har Gobind Khorana and Satyendra Nath Bose, he said they are the proud of the country.

Pointing out the increasing importance of Artifiacial intelligence, Prime Minister Narendra Modi urged Scientists to find ways in which we can enhance lives of our ‘divyang’ brothers & sisters through artificial intelligence.

Prime minister also asked,”can we make use of Artificial intelligence in early detection of natural calamities?”

Talking about natural calamities prime minister Narendra Modi said most of these disaters happens due to our negligence. “If we remain vigilante & follow rules then we can avoid such situations,” he added

PM also praised the Union Budget 2018 for its emphasis on natural and efficient use of energy, he said,”waste to wealth’ & ‘waste to energy’ through bio-gas for villages under ‘Swacch Bharat’ initiative called ‘GOBAR-Dhan’ (Galvanizing Organic Bio-Agro Resources) has been rolled out.”

Prime Minister Narendra Modi on Sunday said the country was moving from women development to women-led development and emphasised that the dream of New India was where women were empowered, strong and an equal partner in the nation’s overall development.

In his monthly radio address “Mann Ki Baat”, he also urged women to create self-help groups for the GOBAR DHAN initiative which may become a source of income for the rural population.

“The aim of GOBAR-Dhan scheme is to ensure cleanliness in villages and generating wealth and energy by converting cattle dung and solid agricultural waste into Compost and Bio Gas,” Modi said.

Modi on Women Empowerment 

Speaking about International Womens’ Day on March 8, the Prime Minister said: “There are many programmes that are held in our country and the world. Today the country is moving forward from the path of women development to women-led development.”

Quoting Swami Vivekananda’s saying that the idea of a perfect womanhood was perfect independence, Modi said the dream of New India was where the women were empowered.

“Today, it is our duty to ensure the participation of women in every field of life, be it social or economic life, it is our fundamental duty. We are part of a tradition where men were identified due to women-Yashoda-Nandan, Kaushalya-Nandan, Gandhari-Putra, these were identities of a son.

“Today, woman power has shown inner fortitude and self-confidence, has made herself self-reliant. Not only has she advanced herself but has carried forward the country and society to newer heights.

“After all, our dream of ‘New India’ is the one where women are strong and empowered and are equal partners in the development of the country,” he said.

Referring to a suggestion from a listener, the Prime Minister urged countrymen to felicitate mothers and sisters who have completed 100 years on the occasion of International Women’s day.

“Can a programme of paying respect for such centenarians be held and can’t we reflect upon a life lived long?” he asked.

Hailing efforts of a group of women from Jharkhand who organised a hygiene campaign for an entire month and constructed 1.70 lakh toilets in just 20 days, Modi said they showed that women power was an integral component of the ‘Swachh Bharat Abhiyan’.

He mentioned the current budget in which an emphasis has been laid on turning ‘waste to wealth’ and ‘waste to energy’ through bio-gas.

“A target has been set to use cattle dung, agricultural waste, kitchen waste to produce Bio gas based energy. Under the GOBAR-Dhan Scheme, our farmer brothers and sisters will be encouraged to consider dung and other waste not just as a waste but as a source of income.”

Modi on electrification of Elephanta 

“For 70 years, the lives of the denizens of three villages — Raj Bander, Mora Bander and Shet Bander — were engulfed by darkness, which has got dispelled now and there is brightness in their lives.”

He also congratulated the people and administration for the same.

“I am glad that now the villages of Elephanta and the caves of Elephanta will be lit due to electrification. This is not just electricity, but a new beginning of a period of development,” he said.

The electricity supply to the Gharapuri Isle was brought on February 22 through a 7.5-km long undersea cable.
