Why constant decline in defence expenditure since 2014, asks Congress


New Delhi, Aug 21: The Congress on Tuesday posed a question to the Narendra Modi government over a constant decline in defence expenditure since 2014. 

Addressing a press conference Former Union Minister Manish Tewari said “The Estimates Committee is one of the 3 financial committees of Parliament. It is headed by former BJP president Murli Manohar Joshi and has 16 BJP MPs as its members. The committee tabled a report on Preparedness of Armed Forces — Defence Production and Procurement”.

“The panel noted that defence expenditure as a percentage of total Central government expenditure has declined from 13% in 2014-15 to 12% in 2017-18”, he added.

Referring to Defence expenditure percentage of GDP which was ranged between 2% in 2014-15 to 1.6% in 2017-18, the Congress leader stated that it was the lowest since 1962, when the India-China war took place.

The Country would like to know why defence expenditure as a percentage of GDP has constantly declined from 2014? Does this make India stronger?, he asked.

Tewari also questioned that why capital expenditure decreased from 39% in 2013-14 to 34% in 2018-19 financial year.
