New Delhi, Jan 3: In a heart-wrenching incident, thousands of people with psychological disorders chained up at a mental asylum in Budaun district of Uttar Pradesh.

The inhuman act came to light after Advocate Gaurav Kumar Bansal, who is a resident of South Delhi, filed a petition in the Supreme Court seeking the enforcement and protection of civil, political and fundamental rights of an underprivileged and deprived section of society.

In the wake of the incident the Court issued a notice to the Central and Yogi Adityanath-led Uttar Pradesh government.

“This is beyond inhuman. It violates fundamental rights and specific provisions of the Mental healthcare Act”, the Court said.

The apex court further stated, “it’s a matter of serious concern and it’s against the provision of rights of such persons under Article 21 and dignity of such persons can’t be compromised”.

As per Article 21, every person suffering from mental disorder shall not only have a right to live with dignity but shall be protected from cruel, inhuman or degrading act.
