Revert to old system for faculty reservation in universities: Rahul Gandhi to HRD Minister

New Delhi, Feb 13 : Criticizing the adoption of 13 point roster for faculty reservation in universities or colleges, Congress President Rahul Gandhi on Wednesday has written a letter to Union Human Resource Development Minister Prakash Javadekar and said the new system has ‘severely eroded the spirit of reservation’ guaranteed under the Constitution.

Gandhi asked “the HRD minister to revert back to the old system of 200 point roster system for faculty reservation in universities.”

In January, the Supreme Court upheld an Allahabad High Court ruling that reservation in faculty posts in universities should be applied department-wise and not by treating the university as one unit.

The University Grants Commission’s new “13-point roster system” introduced in March meant that jobs for Scheduled Castes, Scheduled Tribes and the Other Backward Classes would reduce.

The Congress president said the adoption of the 13-point roster system has ‘severely eroded the spirit of reservation’ guaranteed under the Constitution.
He said thousands of SC, ST and OBC candidates aspiring to become teachers will be denied opportunity.

“You had recently stated in parliament that out of 158 faculty posts advertised by the central universities of Tamil Nadu, Rajasthan and Punjab, since March 5, 2018, not even a single post was reserved for SCs and STs under the 13 point roster system,” Gandhi said in his letter. “By your own ministry’s admission, 43 posts would have reserved for SC/STs under the 200-point roster system.”

Gandhi said an ordinance could be passed at the earliest and asked the HRD ministry suspend all recruitment pending resolution in the matter.
