Modified lockdown in Rajasthan from April 21, says Gehlot

The state government is working in coordination with the Centre to protect the general public from this pandemic and in making the economic activities easy, he said.

Jaipur, April 15 : Rajasthan Chief Minister Ashok Gehlot on Wednesday said that a ‘Modified Lockdown’ will be implemented in the state from a phased manner from April 21 and permitted start of the industrial units after April 20 in rural and industrial areas.

“This step will provide employment to the migrant labourers present in the state,” he said while addressing a high-level meeting on the lockdown held at his official residence.

He said that industries in the urban areas can also be started if they have the facility to provide accommodation for the labourers at the workplace, as commuting of labourers from outside will not be permitted.

He directed that the District Collector, the RIICO, District Industry Centre and Police in coordination should ensure this, so that there is no problem on starting the industries during the lockdown. He asked officials to make foolproof arrangement so that entrepreneurs icould contact the officer concerned for any requirement. Besides this, arranging passes for labourers and employees should be made easy.

The Chief Minister has also directed opening of other government offices in a phased manner. He said that at present, departments involved in essential services are fully functional but other offices should also start working in coming times.

Presence of Group A and B officers should be ensured as per requirement, he said, adding that one-third personnel of Groups C and D should be called and asked to abide by social distancing.

Gehlot also said that work related to PWD and Irrigation should be started in rural areas, while the rural job guarantee scheme works should be intensified by following the social distancing and other health related protocols. This move will provide more and more employment opportunities to labourers in rural areas, he added.

The Chief Minister also directed that curfew imposed in the areas that are hotspots of corona infection should be strictly followed, and no one permitted to commute in these areas, adding that it should be ensured that the detailed guidelines issued by the Centre over extension of lockdown till May 3 should be completely followed.

Chief Secretary D.B. Gupta, Additional Chief Secretary Home Rajeeva Swarup, Additional Chief Secretary Medical & Health Rohit Kumar Singh and other senior officers were present in the meeting.

In the video that is now being shared on the social media, Vikas claims that former UP Assembly speaker Hari Krishna Srivastava was his political guru and had initiated him into politics. Srivastava was Speaker in 1990-91 during the Mulayam Singh government.

In the video, Vikas is heard saying that he has no relations with crime and criminals and the cases against him were a result of his growing popularity which made his rivals jealous.

In another video that has been accessed by the STF which is investigating the killing of eight policemen by Vikas Dubey on Friday, Vikas is seen talking about his links with BJP MLAs Abhijeet Sanga and Bhagwati Sagar.

He said that the two leaders had helped him when he faced police action in 2017.

Abhijeet Sanga has vehemently denied having any links with the gangster. “My constituency is Bithoor in Kanpur and people from adjoining village come to me for help. In fact, several times I have recommended action in cases where Vikas Dubey was supporting the other parties,” he said.

Sanga further aid that it was typical of Dubey to align himself with political leaders belonging to the ruling parties.

Bhagwati Sagar, BJP MLA from Bilhaur, meanwhile, said that he had not pleaded in any case against Dubey. He said that this was an attempt to malign his image.

Both the MLAs said that Dubey video should be investigated.

Dubey case: Borders sealed, abandoned cars queer pitch

Lucknow, July 6 : Even as gangster Vikas Dubey continues to elude the state police, the Uttar Pradesh police has stepped up its efforts to nab the man who is the main accused in the killing of eight police personnel in Kanpur on Friday.

While vigil has been stepped up on the borders of the state to prevent the gangster from moving out, a series of abandoned cars-probably used as getaway vehicles by Dubey, have queered the pitch for investigators.

The Uttar Pradesh police have alerted their counterparts in adjoining states since it is believed that the gangster could be in hiding anywhere there.

Posters of Vikas Dubey have been put up in all adjoining district and along the UP-Nepal borders.

According to official sources, the Pilibhit police has sounded a high alert on the Indo-Nepal border in a bid to foil the gangster”s possible attempt to escape to Nepal through the perforated border with the district.

Pilibhit superintendent of police Jai Prakash Yadav said that besides sealing the borders, the police are carrying out intensive search of vehicles and individuals.

The Sashastra Seema Bal (SSB), too, has alerted its personnel guarding the border.

Deputy commandant, 49th Battalion, Raman Singh said, “For the identification of Dubey, we have circulated his photographs among our personnel.”

“Police are keeping a tight vigil on all suspected persons and vehicles. Police and the SSB are keeping a vigil on all activities on the border, though most of the border stretch is not conducive for travel at present due to Sharda river being in spate,” said Singh.

The state government, on Monday, suspended inspector Kunwar Pal and constables K.K. Sharma and Rajiv after the call details revealed that the three were in touch with Vikas Dubey.

The state police, meanwhile, found an abandoned dark grey Ford EcoSport car on the highway near Aurraiyya on Sunday with an ignition key in place and ownership papers in the dashboard. The police suspect that the car may have been used by the gangster to get away after committing the crime on Friday.

The police have also found three black luxury cars abandoned in Kakadeo police circle in Kanpur.

The cars, apparently new, did not have registration number plates on them. The vehicles have been seized by the police.

An investigation has revealed that the cars were purchased by a local businessman Jai Bajpai but registered under different names.

The Audi car seized was registered in the name of Pramod Vishwakarma, a Bhartiya Yuva Janata Morcha (BYJM) leader, a Fortuner was in the name of one Rahul Singh and the third vehicle was in the name of one Kapil Singh.

Bajpai has been detained and is being interrogated. He could not explain why he had purchased the vehicles in the name of others.

A photograph of the businessman with Vikas Dubey at a birthday party has gone viral on the social media. Bajpai said that after the photograph wet viral, he became apprehensive and parked the cars at a lonely spot. Bajpai, police sources said, was close to Annu Awasthi, a social media star.

Earlier, on Friday evening, a white Bolero had been found abandoned in Etawah and it was also presumed that the vehicle was used by criminals to flee.

Another Ford car was recovered near Aurraiyya-Dibiyapur bypass. Documents recovered from the car, bearing a Lucknow registration number, shows it belonged to one Amit Dubey.

Three identity cards, a wallet, ID of an elite Lucknow school and an expensive footwear were found in the car, which are now being scanned by the forensics team along with finger print experts.

The vehicle, which is 59-months-old, is without an insurance cover or pollution certificate.

“The words, ”Pravakta Hindu Organization” are scribbled on the rear mirror,” said a police official.

Mumbai, July 5 : Maharashtra’s Covid-19 situation improved a bit with the state recording 6,555 new cases – down from Satuday”s highest of 7,074 cases – and fatalities dropped sharply to 151 from 295 a day earlier, health officials said here on Sunday.

With Sunday’s fatalities, the state death toll climbed to 8,822 and total cases zoomed to 206,619 till date, both being the highest in the country.

At the current number of cases, Maharashtra has overtaken Germany which ranks 15 on the Worldometer with 197,418 patients. In June, the state had recorded more daily patients than the UK, and overtaken Canada and France in terms of total patients.

Sunday’s figures mean roughly one death recorded every 10 minutes and a staggering 273 new cases notched every hour in the state.

The recovery rate in the state inched up to 54.08 per cent, while the mortality rate stood at 4.27 percent.

July has seen three-digit deaths and over 6,000 cases daily.

The Health Department said of the total number of cases, 86,040 are active cases.

On the positive side, 3,658 fully cured patients returned home on Sunday, taking the number of those discharged to 111,740.

Of the 151 fatalities, Mumbai alone notched 69 – pulling up the city death toll to 4,899 now, while the number of Covid-19 positive patients shot up by 1,287 cases to touch 84,524.

There were 31 deaths in Pune, 16 in Thane, 11 in Aurangabad, 10 in Jalgaon, four each in Palghar, Dhule and Solapur, and two in Nashik.

Given the grim situation in Thane, Leader of Opposition Devendra Fadnavis has launched a tour of some of the worst-hit towns in the district and called for more tests, ventilators, ICU beds, and other facilities to curb the Covid cases and fatalities in the Mumbai Metropolitan Region (MMR).

The MMR (Thane division) continues to be tense as deaths and cases continue to pile up, with a total of 6,401 Covid-19 fatalities and a whopping 3,941 new patients pushing up the number of positive cases to 145,769.

Thane cases have shot up to 47,935 with 1,270 fatalities – to emerge as the second worst-hit district after Mumbai in the state. on Saturday, Thane had recorded its highest ever 179 cases, outstripping the Mumbai toll for the first time since the pandemic outbreak.

Pune district comes third with 28,142 patients and 872 deaths till now.

The Pune division (comprising Pune, Solapur and Satara districts) remains behind Thane and the MMR with 32,693 patients and 1,216 fatalities.

The next major region of concern is Nashik division with 589 fatalities and 11,477 positive cases, followed by Aurangabad division with 323 deaths and 7,709 cases, and Akola division with 143 fatalities and 3,128 cases.

Kolhapur division has notched 55 deaths and 2,308 patients, latur Division had 51 fatalities and 1,225 cases, and finally, Nagpur division recorded 19 deaths and 2,177 cases.

Among the eight divisions in the state, as many as four – Kolhapur, Latur, Akola and Nagpur – recorded zero fatalities on Sunday, though there were new cases.

Meanwhile, the number of people sent to home quarantine increased to 604,463 now, while those in institutional quarantine increased to 46,062.
