Law cannot stop rape of children: Owaisi


New Delhi, July 30: All India Majlis-e-Ittehadul Muslimeen (AIMIM) chief Asaduddin Owaisi on Monday said that “Law cannot stop the rape of children, change of men’s mentality can”. 

Owaisi made this remark during a discussion on The Criminal Law (Amendment) Bill 2018 in Lok Sabha.

The bill provides stringent punishment including the death penalty for those convicted of raping girls below the age of 12 years.

According to the bill, in case of rape of a girl under 16 years, the minimum punishment has been increased from 10 to 20 years, extendable to jail term for rest of life, which means imprisonment till the convict’s “natural life”.

While the punishment for the gang-rape of a girl below 16 years will invariably be a jail term for the rest of life of the convict.

The amendment Bill, once approved by Parliament, will replace the Criminal Law (Amendment) Ordinance promulgated on April 21, following an outcry over Kathua and Unnao rape case.
