Hours before Dubey’s encounter, plea in SC apprehended Vikas’ fate

New Delhi, July 10 : A plea has been moved in the Supreme Court seeking directions for the Uttar Pradesh government to conduct a thorough investigation into the killing/alleged encounter of five aides of gangster Vikas Dubey who might have been involved in the killing of eight policemen in Kanpur on July 3.

The petitioner also expressed apprehension of Dubey”s encounter killing and sought CBI probe into the matter. The plea was moved on Thursday evening by advocate and petitioner-in-person Ghanshyam Upadhyay seeking urgent hearing on the matter.

Hours later on Friday, Dubey was killed after being critically injured in an alleged shootout with STF officials on way to Kanpur. He was shot when he reportedly tried to flee, following a road accident in which the vehicle he was travelling in overturned.

The plea contended the debates on news channels indicate that Dubey got himself arrested by Madhya Pradesh police to avoid his encounter by Uttar Pradesh police. “Thus, there is every possibility that even accused Vikas Dubey shall be killed by Uttar Pradesh Police like other co-accused once his custody is obtained by Uttar Pradesh Police. Since, killing of the accused by the police in the name of encounter even in howsoever heinous crime is against the rule of law and serious violation of human right and this is nothing short of Talibanisation of the country and hence the instant petition,” said the plea.

The plea contended that acts of Uttar Pradesh Police/administration of pulling down/demolishing the residential building, shopping mall of Dubey and also his expensive cars/vehicles and various other movable/immovable properties with the help of bulldozer, JCB, Poclain machines is highly illegal and impermissible in law.

“Punishing the accused/culprit after his crime being proved, is the function of the competent court of law and thus, police cannot usurp jurisdiction to itself to punish the accused by killing him in the name of encounter before his crime being proved in accordance with law,” said the plea.

The petitioner urged the top court to direct the UP police to register an FIR in the incident of pulling down/demolishing the residential building, shopping mall of accused Vikas Dubey and so all his expensive cars/vehicles and various other movable/immovable properties with the help of bulldozer, JCB machines and further killing of five co-accused, who were alleged to be involved in killing of eight policemen and transfer the investigations to the Central Bureau of Investigation.

Hapur (UP), Aug 10 : A six-year-old girl, who was kidnapped and brutally raped in Hapur district on Thursday, remains in a critical condition even as the police continue to hunt for the accused.

The police have released three sketches of the accused on the basis of the statements of the girl’s parents and neighbours.

The girl was kidnapped from outside her home in the Garh Mukhteshwar area, reportedly by a man on a motorcycle.

The police launched a hunt for the girl after her parents lodged a missing complaint.

She was found the next morning, unconscious and soaked in blood, behind bushes not far from her village. The girl was rushed to a specialised hospital in Meerut where the medical examination confirmed rape.

She has already undergone one surgery and doctors say she is stable but not yet out of danger.

The doctors said that the girl was brutalised in a manner that is shockingly similar to the Nirbhaya gang rape case of 2012.

Dr S.K. Garg, the principal of the Meerut Medical College where the girl is admitted, said that she will need treatment for a long duration and more surgeries.

Hapur SP Sanjeev Suman said that they have not yet been able to record the victim’s statement because of her medical condition. He said that six police teams have been formed to arrest the accused.

Meanwhile, protests are being held by the Samajwadi Party and Congress over the incident.

UP woman commits suicide after allegedly being beaten up by police

Her family members said Yogesh Pathak beat up Nishu at the station. She was called to Kotwali by police again on Saturday and was stressed about it.

Jalaun, Aug 10 : A 22-year-old woman committed suicide in Uttar Pradesh’s Jalaun after she was allegedly beaten up by a police inspector.

The incident took place in Naya Ramnagar area.

The deceased, Nishu Chaudhary, was found hanging by a noose at her house on Saturday. The family rushed her to the hospital but doctors declared her dead.

According to Nishu’s family, she had gone to the market in Baldau Chowk on Friday afternoon.

Some shopkeepers accused the victim and two of her friends of stealing passports and caught them. They called the police and handed them over to inspector Yogesh Pathak.

Police took the three to the Kotwali police station and after questioning they were handed over to their relatives.

Her family members said Yogesh Pathak beat up Nishu at the station. She was called to Kotwali by police again on Saturday and was stressed about it.

“She was very disturbed since the beating by the inspector,” said a family member.

After Nishu committed suicide, her family went to the police station and created a ruckus, demanding action against the inspector.

Circle Officer (CO) Santosh Kumar reached the spot and assured the family that the matter will be investigated.

Guwahati/Agartala/Aizawl, Aug 10 : As coronavirus spreads across the northeast, nearly 3,800 central security force personnel have so far infected by the disease in almost all the states in the region, officials said on Sunday.

According to the health officials, the eight northeastern states have so far recorded around 75,000 Covid-19 cases, including 57,714 in Assam.

Of the 3,800 Covid cases among the central armed forces personnel, the highest number are in Nagaland, at 1,226, followed by 823 in Manipur, 738 in Arunachal Pradesh, 360 in Tripura, 350 in Mizoram and 300 in Meghalaya. Many of their family members, including children, were also infected.

A significant chunk of the coronavirus patients among the central forces are from the Border Security Force (BSF). Two BSF jawans in Tripura and one in Meghalaya also succumbed to the highly infectious virus.

Many Indian Army, Indian Air Force, and National Disaster Response Force personnel have also tested positive for coronavirus.

Mizoram Chief Minister Zoramthanga even made a plea to Prime Minister Narendra Modi to ensure suspension of Central Paramilitary Forces (CPMF) movement into the state till August 31, noting that around 70 per cent of Covid-19 positive cases in the state are from the military and paramilitary forces.

A senior BSF official, speaking on the condition of anonymity, told IANS that the BSF men and other central force personnel, after completion of their leave period or when they are transferred, have to move by train or by air for their destinations from different parts of the country. “During transit or in their hazardous duties along the borders or various vulnerable places, the jawans come in contact with the dreaded virus,” the official said.

As the eight northeastern states share over 5,000 km of borders with China, Myanmar Bangladesh, Bhutan and Nepal and some are also battling against terrorism, there is a heavy deployment of armed forces as well as central paramilitary forces in the region.
