New Delhi, Sep 18 : The Delhi Police on Tuesday registered an FIR against Delhi BJP Chief Manoj Tiwari under Sections 188 of IPC and 461 and 465 DMC Act for breaking the sealed lock of a house in an unauthorised colony in in the national capital’s Gukulpur area on Sunday (September 16) as a mark of protest against municipal officials “pick and choose” system.
Seeking investigation and an FIR against “all persons responsible” for tampering with the seal, the East Delhi Municipal Corporation (EDMC) veterinary services department said the dairy in Gokulpuri was illegally running from a house and was sealed on Friday. The corporation resealed the premises on Monday.
The sealing drive is being carried out by a Supreme Court-appointed Monitoring Committee against business establishments using residential properties for commercial purposes. It is being implemented by the three BJP-led municipal corporations in Delhi.
BJP Delhi president Manoj Tiwari on Sunday broke the sealed lock of a house in Gukulpur village of north-east Delhi, saying he was protesting against municipal officials’ “pick-and-choose” policy of acting against properties allegedly flouting building rules.

Defending his action, Tiwari said that he “wanted to appeal” to the Supreme Court and its monitoring committee to ensure that no such “pick and choose” action was taken in the name of the sealing drive.
He asserted that he will not even spare the BJP-ruled municipal corporations in such matters.

“Only one house in the lane, which I visited on Sunday, was sealed by the authorities. Why were others spared? This is corruption. Officials are sealing properties according to their whims and fancies. This should stop,” Tiwari said.
“I have broken the seal of a house in Gokulpuri and I will not stop here. I will go to every locality where illegal sealing is being done. I have taken a pledge; I will not tolerate any ‘pick and choose’ action. This (sealing) is facilitating corruption. Municipal officials are indulging in corruption in the name of sealing by the monitoring committee,” Tiwari said about the house reportedly sealed by the East Delhi Municipal Corporation (EDMC) on the basis of the order of the Supreme Court-appointed monitoring committee.
