RS adjourned sine dine, Constitution (Amendment) Bill, triple talaq bill lapse

New Delhi, Feb 13: Budget session of the Rajya Sabha concluded on Wednesday after the Upper House of Parliament was adjourned sine die.

With the adjournment of this last session of the house before the general elections, bills including Triple Talaq Bill and Citizenship Amendment Bill also lapsed.

Earlier, the Comptroller and Auditor General (CAG report on Capital Acquisitions in Indian Air Force, including the details of Rafale deal, tabled in the Rajya Sabha.

The report said “compared to the 126 aircraft deal, India managed to save 17.08% money for the India Specific Enhancements in the 36 Rafale contract”.

“The delivery schedule of the first 18 Rafale aircraft is better than the one proposed in the 126 aircraft deal, by five months”.

The proceedings of the Upper House adjourned till noon following uproar by opposition parties.

The report does not report the actual cost of the 36 Rafale fighter jets contracted by the NDA government. However, it includes examination of the pricing.

The prices have been redacted in the report based on the insistence of the Defence Ministry citing the Indo-French agreement of 2008 and the provisions of inter-government agreement.

“Audit noted that the IAF did not define the ASQRs (Air Staff Qualitative Requirements) properly. As a result, none of the vendors could fully meet the ASQRs. ASQRs were changed repeatedly during the procurement process”, the report added.

The auditor report further said that “It created difficulties during technical&price evaluation&affected integrity of competitive tendering;one of the main reasons for delay in acquisition process.Objectivity,equity&consistency of technical evaluation process wasn’t evident in Technical Evaluation Report”.
