New Delhi, Jan 14 : In the recently declared results for the UPSC Indian Economic Service examinations 2019, 18 out of 32 candidates are Jawaharlal Nehru University (JNU) alumni.

This is expected to be a silver lining at a time when Jawaharlal Nehru University is rocked by controversies.

One of the JNU students, Yashaswini Saraswat, secured the 8th rank in the examination and became the only Jawaharlal Nehru University student to enter the top 10 this year.

Though the administration on its part could not officially confirm the number of candidates from JNU but speaking to IANS a senior official in the JNU administration said, “Yes, 18 of our alumni have been selected in IES and this will certainly act as a relief for the university.”

The Indian Economic Service is the administrative inter-ministerial and inter-departmental civil service under Group A of the Central Civil Services of the executive branch of the Government of India.

JNU has been at the centre of month long protests by the students over a fee hike leading to a confrontation with the administration. But tensions escalated when on January 5 there was violence in the campus in which many teachers and students were severely injured.

20% salary to be deducted as tax if PAN, Aadhaar not given

New Delhi, Jan 24: Trouble and hardship is looming for those earning Rs 2.5 lakh per annum but have not provided PAN and Aadhaar details to the employer.

This is consequent to the Income Tax Department asking employers to deduct 20 per cent salary as Tax Deducted at Source (TDS) from all employees who fail to furnish PAN and Aadhaar details.

This rule was formulated by the Central Board of Direct Taxes (CBDT) and came into effect on January 16. The rule will be applicable to those who earn more than Rs 2.5 lakh per annum.

This rule is aimed at keeping a close eye on TDS payments and revenue earned by this segment. In the financial year 2018-19, revenue from this segment amounted to around 37 per cent of the total direct tax collection.

In its 86-page page circular, the CBDT has said employees have to quote PAN and Aadhaar details compulsorily as per the Section 206-AA of the Income Tax Act.

The circular reads: “Section 206AA in the Act makes furnishing of PAN or Aadhaar number, as the case may be, by the employee compulsory in case of receipt of any sum or income of amount, on which tax is deductible.”

The circular states that if an employee fails to provide these details, the employer is responsible to make deductions either at the tax rate on the employee’s salary or 20 per cent or above.

In case, the income is less than Rs 2.5 lakh per annum, no tax will be deducted.

After several deductions, if your salary attracts approximately 20 per cent tax, the TDS rate of 20 per cent will apply.

In case your salary attracts a 30 per cent tax rate, your employer will compute the average tax rate, i.e, employee’s total tax liability divided by total annual income. If the average tax rate turns out to be 20 per cent, the TDS would be 20 per cent.

However, employees will be exempted from paying education and health cess at 4 per cent rate in case the deduction made is at a higher rate.

The CBDT says the lack of PAN or Aadhaar details is creating problems in giving credit.

Postpaid Mobile in Kashmir

New Delhi, Jan 24: In a major decision by the Jammu & Kashmir government, 2G internet services will be thrown open across all the 20 districts in the Union Territory effective Saturday.

This is the biggest breakthrough in internet connectivity in the region since August 5 last year when the government imposed restrictions on mobile internet in J&K after the abrogation of Article 370.

With 2G internet services set to be restored in all 20 districts of J&K from Saturday, all post-paid and prepaid subscribers will get access to internet. However, access will be limited to 301 whitelisted websites.

An order issued on Friday said that access will be limited to whitelisted sites only, not any social media applications.

Data services will be available on post-paid and prepaid mobile connections where the credentials have been identified.

The communication facilities provided by the government by way of internet kiosks and e-terminals apart from special arrangement for tourists, students and traders will continue.

The directions will be effective from Saturday and will be in force till January 31 unless modified earlier, said an order issued by Shaleen Kabra, Principal Secretary, J&K government.

The Telecom Service Providers (TSPs) shall continue with the process of verification of credentials of prepaid sim holders as per the norms applicable for post-paid connections, the order said.

The internet restrictions are being relaxed by the government in stages. On January 14, the government had announced that low-speed 2G mobile internet services shall be restored in two out 10 districts of the Kashmir Valley — Bandipur and Kupwara — and all the 10 districts of Jammu region for 153 whitelisted websites.

The move came after the Supreme Court asked the government to review the internet ban in J&K, calling it a part of Freedon of Speech as mentioned in the Constitution.
